SHERIFF'S OFFICE REQUESTING PUBLIC'S ASSISTANCE FOR MISSING PERSON'S CASE

    The Calvert County Sheriff’s Office Criminal Investigations Bureau is requesting the public’s assistance with any information involving an ongoing missing person case. Jeanette Allen Ratino was reported as a missing person in 1986. Jeanette Allen Ratino was approximately 20 years old when she was reported missing by her father, Joseph Ratino. Jeanette hasn’t been seen since April of 1986. She was last seen in Calvert County and has yet to be located. Jeanette is presumed to be the victim of a homicide.

     The Sheriff’s Office Criminal Investigations Bureau continues to investigate this case and is requesting that anyone with information relevant to this case to please contact the Calvert County Sheriff’s Office at 410-535-2800 or Detective Wayne Wells at 410-535-2800 Ext. 2595 or wayne.wells@calvertcountymd.gov .

SHERIFF'S OFFICE INCIDENT BRIEFINGS - MARCH 27TH, 2018

During the week of March 19 – March 25, deputies of the Calvert County Sheriff’s Office responded to 1,332 calls for service throughout the community.

Damaged Property: 18-14781

On March 22, 2018 Dfc. Moran responded to the Calvert County Sheriff’s Office for the report of damaged property that occurred on Alton Court, Prince Frederick. The victim stated that sometime between March 19^th at 6:30pm and March 20^th at 6:30am an unknown suspect(s) had keyed the driver’s side doors of their vehicle along with slashing one of the tires. The estimated damaged property is $1,050.

On March 24, 2018 Deputy Deleon-Suero responded to Calvert Towne Drive, Prince Frederick for the report of damaged property. The victim stated that an unknown suspect(s) had broken the door handle to the residence.

Theft: 18-14609

On March 20, 2018 Deputy Lewis responded to Mill Bridge Road, Lusby for the report of a theft. The victim stated that an unknown suspect(s) had removed their package containing four black ink cartridges from their mailbox. The value of stolen property is $76.

Arrests:

On March 23, 2018 Dfc. Gott conducted a traffic stop in the area of S. Solomons Island Road in front of Sears. While making contact with the driver later identified as Thomas Clarke Jr (59) of Port Republic, Dfc. Gott immediately noticed narcotics in plain view on the passenger seat of the vehicle. Clarke was asked to step out of the vehicle for a search to be conducted. The search revealed narcotics and paraphernalia. Clarke was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-Not Marijuana (crack cocaine) and CDS: Possession of Paraphernalia.

On March 23, 2018 Corporal Denton was on patrol in the area of the Calvert Village Shopping Center when he observed a subject that had a no trespass order for the entire shopping center. The subject was stopped and identified as Robert Rice (51) of Prince Frederick. Deputy J. Ward confirmed with Emergency Communications that Rice had an active no trespass order for the Calvert Village Shopping Center. Rice was placed under arrest and transported to the Calvert County Detention Center and charged with Trespass: Private Property.

On March 25, 2018 Dfc. Fox responded to Bayside road for the report of a burglary. The victim stated that an unknown male had entered his residence. After obtaining a description of the male, he was located in the area of the North Beach Volunteer Fire Department. The male later identified as Randy Kent (53) of North Beach was detained. It was determined Kent also was under the influence of narcotics. Kent was placed under arrest and transported to the Calvert County Detention Center and charged with Burglary: 4^th Degree-Dwelling and CDS: Possession-Not Marijuana (PCP).

During the week of March 12 – March 18, deputies of the Calvert County Sheriff’s Office responded to 1,438 calls for service throughout the community.

Burglary: 18-12921

On March 12, 2018 Deputy Ridgely responded to the 2500 block of S. Solomons Island Road, Prince Frederick for the report of a burglary. The victim stated that sometime between 5:30am and 5:30pm on March 12^th an unknown suspect(s) had kicked in the front door of the residence. After a search of the residence it was determined no items were stolen from the residence however, another bedroom had been kicked in as well.

On March 15, 2018 Deputy Flynt responded to Calvert Drive, Chesapeake Beach for the report of a burglary. The victim stated that an unknown suspect(s) used force entry to the basement door to gain access to the residence. It was determined that no items were stolen from the residence, just the damage to the door trim. The estimated value of damaged property is $50.

On March 16, 2018 Deputy Crum responded to Carpenter Road, Chesapeake Beach for the report of a burglary. The victim stated that they noticed the breeze door open with the door hinge broken off. A check of the residence resulted that there was no property stolen from inside, but items were moved around.

On March 14, 2018 Deputy S. Naughton responded to Geronimo Road, Lusby for the report of damaged property. The victim stated that sometime between March 13^th at 4:00pm and March 14^th at 6:30am an unknown suspect(s) slashed the two rear tires of their vehicle. The estimated damaged property is $500.

On March 17, 2018 Sergeant Naecker responded to the Calvert County Sheriff’s Office for the report of damaged property. The victim stated while traveling in their vehicle on S. Solomons Island Road, St. Leonard an unknown object struck their windshield. The estimated damaged property is $300.

On March 13, 2018 Deputy Ridgely responded to the Calvert County Sheriff’s Office for the report of a theft that occurred on White Sands Drive, Lusby. The victim stated that an unknown suspect(s) removed a package from their mailbox containing a Viking bag Axwell Motorcycle Sissy Bar bag. The value of stolen property is $50.

On March 17, 2018 Dfc. Holt responded to Asbury Circle, Lusby for the report of a theft from vehicle. The victim stated that an unknown suspect(s) entered their vehicle and stole the US currency from inside. The value of stolen property is $105.

Arrests:

On March 13, 2018 Deputy Ridgley responded to the area of 200 Duke Street for the report of a disorderly subject. When Deputy Ridgley arrived on scene and met with the subject later identified as Frederick Weems (38) of Lusby. While Dfc. Boerum was attempting to get an identification from Weems, Weems became very agitated and began to yell and use profanities. Weems was placed under arrest and transported to the Calvert County Detention Center and charged with Disorderly Conduct.

On March 15, 2018 Deputy S. Naughton conducted a traffic stop in the area of Tomahawk Trail and Tomahawk Trail West. While approaching the vehicle Deputy S. Naughton could immediately smell the strong odor of marijuana emitting from the vehicle. Corporal Denton and Deputy S. Naughton had each individual step out of the vehicle for a search to be conducted. The search revealed one of the passengers later identified as Isaiah Childress (18) of Lusby to have a large amount of marijuana and paraphernalia. Childress was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession with Intent to Distribute and two counts of CDS: Possession of Paraphernalia.

On March 18, 2018 Dfc. Moran responded to the Calvert County Detention Center for the report of a CDS violation. Dfc. Moran made contact with the Correctional Deputy who advised him of the suspected CDS and inmate involved. The inmate later identified as Latroy Hall (37) of St. Leonard had concealed narcotics and paraphernalia on his persons. Hall was charged with CDS: Possession-Not Marijuana (Ecstasy), CDS: Possession of Paraphernalia, Possession/ Receive CDS While Confined/Detained, Possession of Contraband- Place of Confinement.

Theft: 18-11701 On March 6, 2018, Deputy Parks responded to the Calvert County Sheriff’s Office for the report of a theft that occurred on Woods Road, St. Leonard. The victim stated they had a package delivered containing Albion clothing that was removed from the mailbox. The estimated value of stolen property is $157.

During the week of March 5 – March 11, deputies of the Calvert County Sheriff’s Office responded to 1,435 calls for service throughout the community.

Burglary: 18-11909

On March 7, 2018 Deputy Crum responded to Greenhill Court, Huntingtown for the report of a burglary. The victim stated that during the night of March 6^th they heard a loud bang, and when they checked the residence they noticed their sliding glass door to be partially opened with scratches to the paint near the door lock, and the door lock to be damaged. Deputy Crum also observed the kitchen window screen to be damaged and no items were taken from the residence. The estimated damaged property is $75.

On March 7, 2018 Deputy Ridgley responded to Sonoma Lane, Prince Frederick for the report of a burglary. The victim stated at approximately 11:06am on March 7^th they heard a loud bang, and when they went to check they noticed a white male wearing a white t-shirt with dark pants standing outside of the residence. The victim stated when they checked the other side of the residence they believed to see two males running from the residence. Deputy Ridgley observed the garage door mechanism to be broken and no items were taken from the residence. The estimated damaged property is $250.

On March 11, 2018 Deputy R. Evans responded to Carpenter Beach Road, Huntingtown for the report of a burglary. The victim stated that an unknown suspect(s) entered their cottage and removed two king size comforters. The estimated value of stolen property is $60.

On March 5, 2018 Deputy R. Evans responded to Adelina Road, Prince Frederick for the report of damaged property. The victim stated that sometime between March 4^th at 6:00pm and March 5^th at 8:00am an unknown suspect(s) put sugar in their gas tank. The estimated damaged property is $500.

On March 6, 2018 Dfc. Wood responded to Howes Road, Dunkirk for the report of damaged property. The victim stated that at approximately 6:20pm on March 6^th they heard several rounds of gunshots. The victim noticed a bullet hole on the exterior wall of the living room and also to the interior wall where the drywall had been damaged. The estimated damaged property is $300.

On March 9, 2018 Deputy S. Naughton responded to Exelon Nuclear Power Plant, Lusby for the report of damaged property. The victim stated sometime between March 8^th at 6:15pm and March 9^th at 7:30am an unknown suspect(s) scratched the paint of their vehicle from the rear driver’s side door to the rear driver’s side quarter panel. The estimated damaged is $1,000.

On March 11, 2018 Dfc. Burggraff responded to Saw Mill Road, Lusby for the report of damaged property that occurred at Exelon Nuclear Power Plant. The victim stated that an unknown suspect(s) scratched the right side of the vehicle along with a scratch on the back side of the vehicle.

On March 6, 2018 Deputy Parks responded to the Calvert County Sheriff’s Office for the report of a theft that occurred on Woods Road, St. Leonard. On March 8, 2018 Dfc. Aurich responded to Wawa, Dunkirk for the report of a theft. The victim stated that a white female in her late twenties wearing black yoga pants and a black jacket stole a variety of food and drinks from the store. The estimated value of stolen property is $20.

On March 9, 2018 Cpl. Morder responded to the Calvert County Sheriff’s Office for the report of a theft that occurred on Briscoe Turn Road, Owings. The victim stated that sometime between March 7^th at 4:00pm and March 8^th at 7:00am an unknown suspect(s) stole the registration plate from their dump truck. The value of the stolen property is $20.

On March 11, 2018 Deputy M. Lewis responded to the Blackbelt School of Martial Arts, Huntingtown for the report of a theft. The victim stated that an unknown suspect(s) removed their business signs from the intersections of Southern Maryland Boulevard/Chaneyville Road and Southern Maryland Boulevard/ Ward Road. The value of stolen property is $160.

Arrests:

On March 5, 2018 Deputy Parks responded to the Calvert County Detention Center for the report of a CDS violation. Deputy Parks made contact with the complainant who advised an inmate later identified as Freddie Commodore (53) of Port Republic had a Suboxone package inside his wallet. Commodore was charged with Possession/Receive CDS While Confined/Detained.

On March 5, 2018 Deputy M. Lewis conducted a traffic stop in the area of N Solomons Island Road and Skinners Turn Road. Deputy Lewis made contact with the driver later identified as Christina Procopio (31) of Owings, and had her exit the vehicle. A K9 scan of the vehicle was conducted resulting in a positive alert. A search of the vehicle resulted in narcotics. Procopio was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-Not Marijuana (Alprazolam).

On March 5, 2018 Dfc. Gott conducted a traffic stop in the area of S Solomons Island Road and Southern Connector Boulevard. While speaking with the driver later identified as Jessica Hunt (30) of Lexington Park, she became very nervous. Hunt and the passenger of the vehicle were asked to step out of the vehicle for a search to be conducted. The search resulted in narcotics and paraphernalia. Hunt was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-Not Marijuana (Alprazolam) and CDS: Possession of Paraphernalia.

On March 7, 2018 Deputy Ridgley responded to the Calvert Village Shopping Center for the report of a traffic complainant on a possible impaired driver. Deputy Ridgley located the vehicle and made contact with the driver later identified as Ryan Cleaver (41) of Owings. While Deputy Ridgley was obtaining Cleaver’s driving information through Emergency Communications, Deputy Sampson and Cpl. Wilson began a search of the vehicle and Cleaver’s persons. The search resulted in both paraphernalia and narcotics. Cleaver was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession- Not Marijuana (Adderall) and two counts of CDS: Possession of Paraphernalia.

On March 7, 2018 Dfc. T. Buckler responded to Trader’s Restaurant, Chesapeake Beach for the report of a disorderly subject. The subject later identified as Kevin Moser (54) of Owings was extremely intoxicated and asked to leave the establishment. Moser refused to leave and began yelling profanities. Moser was placed under arrest and transported to the Calvert County Detention Center and charged with Disorderly Conduct.

On March 8, 2018 Deputy Sampson conducted a traffic stop in the parking lot of Weis, Prince Frederick. While making contact with the driver later identified as Shanan Sanchez (35) of Owings, Deputy Sampson immediately smelled the odor of marijuana coming from the vehicle. Sanchez was asked to step out of the vehicle for a search to be conducted. The search resulted in two marijuana cigarettes and a large quantity of Adderall pills. Sanchez was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-Not Marijuana (Adderall), CDS: Possession with Intent to Distribute, and CDS: Possession of Paraphernalia.

On March 9, 2018 Cpl. Moschetto responded to the 500 block of Stamper Court, Prince Frederick for the report of disorderly subject. When Cpl. Moschetto arrived on scene he observed two males outside arguing and screaming profanities. The male later identified as Kermit Gray Jr. (58) of Prince Frederick was placed under arrest and transported to the Calvert County Detention Center and charged with Disorderly Conduct.

On March 10, 2018 Cpl. Denton, Dfc. Childress, and Deputy S. Naughton conducted traffic enforcement in the area of Saint Leonard Road and Calvert Beach Road when they stopped a vehicle for speeding. While making contact with the driver later identified as David Lee (30) of Mechanicsville, Cpl. Denton and Deputy S. Naughton recognized signs of possible drug use. Dfc. Childress conducted a K9 scan of the vehicle resulted in a positive alert. A search of the vehicle resulted in ten syringe needles. It was also determined through Emergency Communications that Lee was driving on a suspended license. Lee was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession of Paraphernalia.

FATAL MOTOR VEHICLE COLLISION - MARCH 12TH, 2018

            On March 12, 2018 at approximately 1:05 p.m. members of the Calvert County Sheriff's Office Patrol Bureau and Crash Reconstruction Team were dispatched to Solomons Island Rd (MD 2) and C. Jones Rd for a Vehicle Collision.  The preliminary investigation of the collision revealed a 2008 Ford Ranger was stopped in the northbound lane of MD 2 waiting to make a left turn onto C. Jones Rd.   Richard Williams, 61 year old of Sunderland, MD, was identified as the driver of the Ford.  A 2016 Lexus E300 was stopped in the northbound lane of MD 2 behind the Ford.   Joan Kocen, 69 year old of Solomons, MD was the driver of the Lexus.  Elliot Kocen, 82 year old of Solomons, MD, was a passenger in the Lexus.   A 1999 Mack Dump Truck, fully loaded with gravel, was traveling northbound on MD 2.  Tristan Matteson, 21 of Prince Frederick, MD, was driving the Mack.   A 2016 International Stake Body Truck was traveling southbound on MD 2.   Jerone Harper, 26 of Laurel, MD, was the driver of the International.  As the Mack approached the intersection of C. Jones Rd Matteson advised he observed the vehicles ahead stopped in the traffic lane.  He attempted to swerve around the vehicles. This attempt was unsuccessful and the Mack struck the rear passenger side of the Lexus.  The collision pushed the Lexus forward and to the left.  The Lexus clipped the rear of the Ford and continued traveling into the southbound lane of MD 2.  The Lexus was then struck by the International as it was traveling southbound on MD 2.

            Joan Kocen was transported to Calvert Hospital where she died due to her injuries from the collision. Elliot Kocen was pronounced deceased on the scene. All other drivers involved in the crash refused medical treatment.  Preliminary Investigation shows that Matteson’s Failure to Control Speed to Avoid a Collision contributed to this crash. 

            The collision is under investigation by Sgt. T. Phelps of the Crash Reconstruction Team.  Anyone with additional information regarding the collision is asked to contact the Calvert County Sheriff’s Office at 410-535-2800 or e-mail the investigator at thomas.phelps@calvertcountymd.gov .

WINDSOR AWARDED GOVERNOR'S CITATION

    On March 12, 2018 Joseph Windsor, the Calvert County Sheriff’s Office Heroin Program Coordinator, was awarded the Governor’s Citation for his outstanding work in expanding the office’s analytical capabilities to allow law enforcement officers to provide a more coordinated response to the heroin epidemic. Glenn Fueston and Sarah Myers of the Governor’s Office of Crime Control and Prevention (GOCCP) awarded the citation after speaking with Sheriff Mike Evans, Lt. Col. Dave McDowell and Capt. Todd Ireland about the GOCCP’s plans to assist law enforcement with battling the heroin epidemic.

SHERIFF'S OFFICE AND CALVERT ADVANCED LIFE SUPPORT ANNOUNCE PARTNERSHIP FOR K9 TACTICAL MEDICINE

Calvert Advanced Life Support is excited to announce a partnership between CALS and the Calvert County Sheriff’s Office and its K9 officers.   In 2015 Calvert County Sheriff Mike Evans had the vision to add several narcotic K9’s to the Sheriff’s Office.  These k9’s have been utilized as an excellent crime fighting tool, helping deputies detect illegal narcotics.  By 2016 CCSO had grown its K9 ranks to 14 working dogs.  With the increase in our county’s K9 force CALS did an assessment and found that we had no providers trained to provide immediate care to K9’s who had been critically injured on scene.  Handlers are forced to place the dogs in their cruisers and race them to Huntingtown for emergency veterinarian care. 

The goal was to get a paramedic trained in basic emergency K9 care to be able to start care on the scene of an incident.  Survivability once in the care of a definitive veterinarian increases significantly if immediate care is started on the scene.  CALS quickly began training toward this endeavor with the Veterinarian Tactical Group located in Virginia Beach.  From that point forward CALS made the commitment to send as many paramedics as possible to this course with the end goal of being able to guarantee that 24/7 365 there would be a K9 medic on duty in Calvert County. In 2017 CALS paid for two Deputy Sheriff’s to attend the training.  Additionally, the training is now offered to current k9 handlers.    

CALS and the CCSO are pleased to announce that on April 17 – 18, 2018 the Veterinarian Tactical Group will be conducting the training at the CCSO training facility on Broomes Island Road.  Currently the course will be attended by 9 paramedics from CALS and other EMS agencies in the region, 8 CCSO K9 handlers, and 2 k9 handlers from other regional agencies.  CALS currently has 14 paramedics trained in K9 life support.

The victim stated that sometime between 11:00am and 3:00pm on February 27^th an unknown suspect(s) stole their table saw, chop saw, a 12’ ladder, and 4’ ladder from their shed. The value of stolen property is $2,000.

On February 27, 2018 Deputy Callison responded to Mackall Road, St. Leonard for the report of a burglary. The victim stated that sometime between 11:00am and 3:00pm on February 27^th an unknown suspect(s) stole their table saw, chop saw, a 12’ ladder, and 4’ ladder from their shed. The value of stolen property is $2,000.

On February 28, 2018 Dfc. Gott responded to War Bonnet Trail, Lusby for the report of a burglary. The victim stated that an unknown suspect(s) entered the residence and tracked in dirt and leaves. There were no items missing from the residence.

On March 1, 2018 Deputy R. Shrawder responded to Cove View Lane, St. Leonard for the report of a burglary. The victim stated that sometime between February 25^th at 3:00pm and March 1^st at 8:50pm an unknown suspect(s) attempted to break into their shed. There were no items removed from the shed.

On February 27, 2018 Deputy Bowlan responded to Vera Court, Lusby for the report of damaged property. The victim stated that sometime between 5:40am and 4:30pm on February 26^th an unknown suspect(s) shot their dog with a pellet gun.

On March 3, 2018 Deputy Crum responded to Lowery Road, Huntingtown for the report of damaged property. The victim stated that sometime between February 27^th at 8:00am and March 3^rd at 8:00am an unknown suspect(s) damaged their basement door. The estimated damaged is $500.

Arrests:

On February 27, 2018 Deputy Ridgely responded to the Calvert County Detention Center for a CDS violation. Deputy Ridgley made contact with the suspect identified as Chelsea Garrison (27) of Upper Marlboro. It was discovered Garrison had concealed narcotics on her persons to try to bring into the jail. Garrison was charged with CDS: Possession-not marijuana (crack cocaine), Possess Contraband in a Place of Confinement, and CDS: Possession of Paraphernalia.

On March 1, 2018 Dfc. Gott conducted a traffic stop in the area of HG Trueman Road and Village Center Drive, Lusby. While making contact with the driver later identified as James Washington (46) of Lusby it was determined he did not currently have a valid licenses. Dfc. Trigg and Dfc. Gott conducted a search of the vehicle resulting in paraphernalia and narcotics. Washington was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-not marijuana (Oxycodone Hydrochloride) and CDS: Possession of Paraphernalia.

On March 2, 2018 Cpl. Wilson responded to Hillendale Way, Prince Frederick for the report of a CDS violation. Upon arrival, the complainants directed Deputy Wilson into the residence where the suspect was located. The suspect later identified as Cameron Dent (26) of Prince Frederick was located in the bathroom of the residence, and when asked to step out of the bathroom for Cpl. Wilson to speak with him, he was seen flushing the evidence down the toilet. While Cpl. Wilson was attempting to put Dent into handcuffs he began to resist. A search of Dent was conducted resulting in the paraphernalia. Dent was placed under arrest and transported to the Calvert County Detention Center and charged with CDS: Possession-not Marijuana (Heroin), CDS: Possession of Paraphernalia, CDS: Administer Equipment Possession/Distribute, Resist/ Interfere with Arrest, and Obstructing & Hindering.

COUNTERFEIT MONEY PASSED AT PEPPERS PET PANTRY

On February 28, 2018 approximately 3:43 pm, the Calvert County Sheriff’s Office responded to Peppers Pet Pantry, located at 13372 H.G. Trueman Rd Dowell, MD 20629 for a fraud report. Deputies made contact with the employee who stated the suspect passed a counterfeit $100 bill. The bill had masking tape on the blue strip and appeared to be photo copied. The Calvert County Sheriff’s Office is looking for help identifying the subject in these pictures.  The subject is described as a B/M, 5’7”- 5’9”, approximately 20 years of age, braids/ dreads that come to the bottom of the earlobe and tattoos on his arms. He was wearing a gray and black shirt w/ a matching hat.

SUBJECT ARRESTED FROM WALMART ROBBERY - FEBRUARY 27TH, 2018

On February 27, 2018, at 6:36 p.m., Patrol units were dispatched to the Walmart located at 10600 Town Center BLVD, Dunkirk, MD, for an armed robbery call.  Detective Livingston responded to the scene and met with the victim, who stated he and his friend went to Walmart to purchase Marijuana from a female identified as Megan Marie Wetklow, DOB 2-2-93.  Once Megan entered the victim’s vehicle she immediately asked, “Where is the money?”  The victim asked to see the Marijuana first, but Megan stated “I have a Taser and a gun, give me your money.”  The victim put his vehicle in reverse in an attempt to drive to where a group of citizens were gathered in the parking lot.  Megan placed the vehicle in park and exited the vehicle and fled the area in another vehicle.  Prior to Megan exiting the vehicle, she took the victim’s wallet and cell phone. 

Detectives were able to make contact with Megan at her residence, located in Chesapeake Beach, MD. Detectives arrested Megan and transported her to the Detention Center, where she was charged accordingly.
