CLICK IT OR TICKET BORDER TO BORDER CAMPAIGN

[Prince Frederick, MD] - As motorists take to the roads this Memorial Day holiday, the Calvert County Sheriff’s Office are urging everyone to buckle up.   Beginning May 18th, 2015, law enforcement officials will be out in full force, taking part in the 2015 national Click It or Ticket seat belt enforcement mobilization and cracking down on motorists who are not belted.

“As we kick-off the busy summer driving season, it is critical that everyone buckles up every time they go out, day and night – no excuses,” said Sheriff Mike Evans. “Our officers are prepared to ticket anyone who is not wearing their seat belt, including drivers that have neglected to properly buckle their children. – Click It or Ticket.

At 6:00 p.m. on May 18th, the Calvert County Sheriff’s Office will join law enforcement agencies across the Eastern United States in mobilizing the Click It or Ticket (CIOT) “Border to Border” Operation.  Law enforcement agencies will join forces to provide increased seat belt enforcement at State borders, sending a zero tolerance message to the public:   driving or riding unbuckled will result in a ticket, no matter what State.

According to the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), 9,580 passenger vehicle occupants killed in 2013 were not wearing their seat belts at the time of the crash.  And unbelted fatalities are more prevalent at night than during the daytime:  59 percent of those killed in 2013 during the overnight hours of 6 p.m. to 5:59 a.m. unbelted at the time of the crash.

“Seat belts save thousands of lives every year, but far too many motorists are still not buckling up, especially at night when the risk of getting in a crash is even greater,” said Captain Todd Ireland. “We want to make this the safest summer possible. Buckling up is not optional; it’s the difference between life and death in a crash.  That’s why we’re out here enforcing the law.  Click it or Ticket, every time, day or night.”

From 2008 to 2012, seat belts have saved nearly 63,000 lives nationwide. So while this year’s Click It or Ticket enforcement mobilization runs from May 18-31, officers will continue to save lives by enforcing seat belt laws year-round.

For more on the national Click It or Ticket mobilization, please visit www.nhtsa.gov.

*** UPDATED *** PRESS RELEASE FOR DEPUTY INVOLVED SHOOTING

On 5/4/2015 at approximately 1510 hours units were called to 3131 Bayside Road for a report of a motor vehicle ramming a Calvert County Sheriff’s Office marked K-9 patrol vehicle off the road and a radio transmission by the involved officer of “Shots Fired”.

During the investigation it was determined that , Deputy First Class  R. Wilson was traveling southbound on MD Route 261 in the area of Quale Drive when a blue 2006 Toyota Tacoma, operated by Jaime Marie Stroud DOB 11/21/1983, struck DFC R. Wilson’s vehicle on the left rear door.  During the at-scene investigation numerous witnesses were interviewed, as well as roadway and vehicle evidence documented.

During the investigation a witness, who was traveling southbound behind the Toyota, was interviewed.  The witness stated that the driver of the Toyota was traveling southbound with one vehicle between the Toyota and the marked K-9 patrol vehicle.  Just after Quale Drive the operator of the Toyota accelerated and passed the vehicle directly behind the marked k-9 patrol vehicle in a no passing zone.  Once the Toyota passed the civilian vehicle, the witness described the Toyota “intentionally ramming” the marked K-9 patrol vehicle on the left rear door.  The witness further stated that the Toyota continued to push the marked K-9 patrol vehicle causing it to spin out in a counterclockwise direction.  Upon forcing the police vehicle off the road and into the front yard of 3131 Bayside Road Stroud remained on the accelerator pedal of the Toyota continuing to strike and force DFC Wilson’s vehicle backwards  with hers.  At one point the Toyota overrode the hood of the marked K-9 Ford Crown Victoria that DFC. Wilson was occupying and was making forward progress over the hood towards him.  The witness also stated that she heard gunshots.  The witness observed Stroud exit the vehicle and run towards the officer.  After a brief struggle and assistance from another witness Stroud was handcuffed.

Another witness also provided a statement regarding seeing the Toyota truck operated by Stroud aim her vehicle right at police car and “putting him in the ditch”.  The witness reported hearing tires screech followed by a sound of gunfire.   The witness also reported that after the shots stopped Stroud exited the vehicle yelling profanities and advancing toward the officer.  Another witness assisted DFC R. Wilson in handcuffing the suspect after a brief struggle.

Another witness also provided a statement to the investigators regarding assisting DFC R. Wilson with handcuffing Stroud as she failed to obey DFC R. Wilson’s verbal commands and resisted his attempts to control her movements while she was on the ground.  This witness retrieved the handcuffs from DFC R. Wilson’s cruiser, assisted with handcuffing and controlling Stroud.

Fire and EMS personnel were summoned to the scene and assessed both Stroud and DFC R. Wilson.  Stroud was transported to Calvert Memorial Hospital as a precaution.  While at Calvert Memorial Hospital Emergency Room Stroud started to become very violent and was trying to kick people.  Stroud was later restrained by CMH security and awaited the arrival of Cpl. Moschetto and DFC M. Robshaw to conduct the DRE.

DFC M. Robshaw, a Drug Recognition Expert, made observations based on contact with Stroud.  DFC Robshaw believed that the indicators observed were consistent with being under the influence of a CNS Stimulant, Dissociative Anesthetic, and or a Hallucinogen.

DFC R. Wilson was transported to Calvert Memorial Hospital, where he was treated for his injuries sustained during the incident.

Physical evidence captured and reviewed by members of the Calvert Investigative Team and Crash Reconstruction Team revealed transfer marks on the left rear door of the police vehicle that were produced by the front bumper and  right front tire of the Toyota operated by Stroud.  Further vehicle examination revealed blue paint transfer located on the hood of the police vehicle.  This physical evidence is an indication that Stroud continued to accelerate and driver over the marked K-9 patrol vehicle occupied by DFC Wilson after the initial contact with his vehicle on the roadway. As Stroud continued to force DFC Wilson’s vehicle backwards through the split rail fence and down the hill Stroud attempted to override his vehicle and further injure the officer inside the vehicle.

Roadway evidence also showed that as a result of a DFC R. Wilson’s vehicle being deliberately struck by Stroud’s vehicle caused DCF. Wilson to lose control of his vehicle as it rotated nearly 270 degrees counterclockwise. Stroud steered towards DFC. Wilson’s vehicle as it was spinning and again struck the front of DFC. Wilson’s marked k-9 patrol vehicle. Stroud continued to propel DFC Wilson’s vehicle backwards forcing it off the roadway. The Crash Reconstruction Team determined that roadway evidence also indicated that Stroud continued to accelerate and drive her vehicle even after the initial impact.

Based on the facts of the investigation, roadway evidence, vehicle evidence and multiple witness statements Stroud intentionally targeted a Calvert County Sheriff’s Office marked K-9 cruiser operated by DFC R. Wilson and caused injuries to DFC R. Wilson as a result.

Jamie Marie Stroud was placed under arrest and after being released from Calvert Memorial Hospital transported to Calvert County Detention Center where she was charged with First Degree Assault and Second Degree Assault on a Law Enforcement Officer.

All events occurred in Calvert County, Maryland.

PRESS RELEASE FOR DEPUTY INVOLVED SHOOTING - INVESTIGATION ONGOING

On May 4, 2015 at approximately 3:10 p.m. Calvert County Sheriff’s Office Deputies  and members of the Maryland State Police  were dispatched to Maryland Route 261 west of Quail Drive for the report of a deputy involved shooting.  Upon arrival it was determined Deputy First Class Richard Wilson was involved in a shooting incident that stemmed from his patrol vehicle being struck.  Physical evidence at the scene indicated Dfc. Wilson’s patrol vehicle was struck in front of the driver’s side rear wheel which caused the vehicle to rotate counter clockwise.  Dfc. Wilson’s patrol vehicle left the roadway skidding backwards through a split rail fence.  The Toyota truck that struck Dfc. Wilson’s vehicle then turned left, drove off of the roadway and intentionally struck Dfc. Wilson’s vehicle a second time and continued to accelerate, pushing the patrol vehicle backwards down a slight embankment.  Dfc. Wilson fired several shots through the windshield of his patrol vehicle into the windshield of the ramming vehicle.  The suspect was not struck, bailed out of her vehicle and began to flee the scene towards the west.  A citizen who was stopped in the roadway watching the incident unfold stopped and assisted Dfc. Wilson with apprehending the female suspect.  Witness statements obtained on scene corroborated the events that transpired.

This investigation is ongoing.

PRESS RELEASE FOR BUCK HOMICIDE, SUSPECT COMMITS SUICIDE

On May 2, 2015 at approximately 1642 hours members of the Calvert County Sheriff’s Office patrol Bureau responded to 8296 Sycamore Road, Lusby, Maryland 20657 for a report of an unconscious  male.  Upon arrival units discovered a male, later identified as Levi Buck, 48 year old male.   It became apparent that Buck was suffering from a gunshot wound to the head.   CPR was performed; however after another assessment it was determined that Buck’s injuries were incompatible with life and he was pronounced dead on the scene.

Due to the nature of the crime Calvert Investigations Bureau (CIB) assumed the investigation into the death of Levi Buck.  During the investigation numerous witnesses were interviewed and were cooperating with the investigation.  Shortly after assuming the investigation CIB detectives developed a person of interest in the case.  Robert Scott Slaughter, 43 years old of Mechanicsville, Maryland, was sought for questioning by the detectives.   A multi-jurisdictional broadcast was conducted containing description of Slaughter and his vehicle, a 2006 red Ford Mustang GT.  Officers from Calvert County Sheriff’s Office, St. Mary’s County Sheriff’s Office, Charles County Sheriff’s Office and Maryland State Police were attempting to locate Slaughter on the roadways, as well as at various places Slaughter was known to frequent.  The Calvert County State’s Attorney’s Office assigned ASA A. Rappaport to the case in effort to provide support to detectives during the investigation.

The Calvert County Sheriff’s Office CIB deployed numerous detectives throughout the Southern Maryland region in an attempt to apprehend Slaughter, as he was considered armed and dangerous following the shooting on Sycamore Road.

On 5/2/2015 at approximately 2049 hours Det. M. Mudd, of the Criminal Investigations Bureau, made contact with Slaughter via telephone and spoke with Slaughter for approximately five minutes.  Slaughter indicated to Det. M. Mudd that he was in Huntingtown and was coming to the Calvert County Sheriff’s Office in order to speak with detectives regarding the incident on Sycamore Road.    Slaughter never came to the Sheriff’s Officer and that was the last conversation Slaughter had with anyone known to investigators.   Prior to speaking with Det. M. Mudd on the phone, Slaughter had a brief conversation with his wife and exchanged a limited number of text messages throughout the evening.  Based on the contents of Slaughter’s messages it was believed that he may have been considering suicide.

Units from the Calvert County Sheriff’s Office, St. Mary’s County Sheriff’s Office and Charles
County Sheriff’s Office continued to follow-up leads, canvass southern Maryland roadways and neighborhoods and work with cell phone providers in order to locate Slaughter.  The efforts continued from the time of the call until 5/3/2015 at approximately 0530 hours; however, Slaughter was not located.

On 5/3/2015 at 1130 hours CIB Detectives were deployed to the White Sands neighborhood and canvassed the area in search of additional witnesses to the shooting.  Additional interviews, with witnesses who were already identified, were also conducted by detectives.  The search for Slaughter resumed and continued until the evening hours on Sunday 5/3/2015.

On 5/4/2015 at approximately 0700 hours an officer with the St. Mary’s County Sheriff’s Office observed Slaughter’s vehicle in the rear parking lot of Mount Zion Church, Mechanicsville, Maryland.  Slaughter was observed in the front seat and was not moving.  With assistance from the St. Mary’s County Sheriff’s Office Emergency Services Team the vehicle was secured and entry was gained.

Detectives from CIB responded to the scene and assisted the St. Mary’s County Sheriff’s Office with scene processing.  Robert Scott Slaughter was found in the driver’s seat suffering from a single gunshot wound to the head.  Slaughter was pronounced dead on the scene.  Investigation revealed that Slaughter’s injury was self-inflicted.  A small caliber rifle was located in Slaughters right hand.     Slaughter appeared to be deceased for some time, although the exact time of death is pending an autopsy by the Office of the Chief Medical Examiner, in Baltimore.

Based on the information learned during the investigation, facts of the case, electronic data and witness statements Slaughter shot and killed Levi Buck on 5/2/2015.  Slaughter fled the scene and subsequently took his own life sometime on the evening of 5/2/2015 or the early morning hours on 5/3/2015.

SINGLE VEHICLE CRASH ON THOMAS JOHNSON BRIDGE - SERIOUS INJURY

On May 01, 2015 at approximately 0118 hours members of the Calvert County Sheriff’s Office Patrol Bureau and Crash Reconstruction Team responded to the Thomas Johnson Bridge in Solomons, Maryland for a report of a serious motor vehicle crash involving a single vehicle.

Preliminary investigation revealed a 2007 Buick Lucerne was traveling southbound on the Thomas Johnson Bridge in the northbound lane.  As oncoming traffic approached, the operator steered the vehicle to the left causing the vehicle to sideswipe the northbound barrier wall.  After a correction to the right the vehicle crossed the center lines into the southbound lane.  The operator overcorrected and the vehicle crossed the center line once more striking the northbound barrier wall with the front end.  The vehicle came to final rest perpendicular to the lanes of travel with the front end against the barrier wall facing in the southerly direction.

The Buick was operated by Robert Lao Farwig, a 103 year old male, of Centreville, Virginia.  Robert Farwig was transported by Maryland State Police Trooper 7 to Baltimore Shock Trauma for potentially life threatening injuries.  At the time of this press release Robert Farwig is listed in critical, but stable condition.
The passenger, Wanda Lou Farwig, a 94 year old female, of Centreville, Virginia, was transported by ambulance to St. Mary’s Hospital for nonlife threatening injuries.  Wanda Farwig is listed in stable condition.

At this time it is undetermined why the couple drove to Solomons, Maryland from Centerville, Virginia.  Based on the evidence obtained from the scene it appears that vehicle speed and driver error are factors that contributed to the collision.

PRESS RELEASE FOR VEHICLE PURSUIT AND APPREHENSION

On 04/27/2015 at approximately 0904 hours Deputy Dean Naughton was patrolling in the area of Route 4(RT. 4) at Rousby Hall Rd. Lusby, MD 20657. While on patrol he observed a gray Jaguar passenger car bearing Virginia Registration WRK7201. Dep. Naughton observed a black male driver inside the vehicle talking on a black cellphone.

A traffic stop was initiated on the vehicle in the area of RT. 4 at Sweetwater Rd. Contact was made with the driver and sole occupant of the vehicle and he was advised why he was being stopped. The driver denied talking on his cellphone while driving, however when speaking with him Dep. Naughton observed a black cellphone sitting in his lap and he could hear the voice of another person on the phone. The driver then picked up the phone while Dep. Naughton was speaking with him and told the person on the other end of the phone to “hold on.”

Dep. Naughton asked the driver for his Driver’s License and vehicle registration. The driver advised he left his Driver’s License at home. The driver gave Dep. Naughton a false name. Dep. Naughton returned to his vehicle and asked the Calvert Control Center for a Maryland License and Wanted check on the false name. Dep. Naughton also asked the Control Center for an MVA Photo of the subject.  Dep. Naughton observed the MVA Photo and exited his vehicle to compare the MVA Photo to the driver of the vehicle and to issue the appropriate Traffic Violation Warnings.  As Dep. Naughton began to approach the vehicle, the vehicle fled south on RT. 4.

Dep. Naughton advised dispatch the vehicle was fleeing and pursued the vehicle.  The vehicle was traveling at a high rate of speed. When the vehicle approached the area of RT. 4 at Coster Rd., it left the travel portion of the roadway and began passing multiple vehicles on the right shoulder of RT. 4. Dep. Naughton briefly lost site of the vehicle due to moderate traffic. When he regained site of the vehicle, he observed the vehicle had spun out across all lanes of RT. 4 and crashed into the guardrail in the center median of RT. 4 just north of Southern Connector Blvd.

Dep. Naughton exited his vehicle to check for injuries and observed the black male driver had run across the north bound lanes of RT. 4. He was running east up an embankment towards HG Trueman Rd.  After it was determined there were no injuries due to the accident, Dep. Naughton continued to pursue the black male on foot. After a short foot pursuit, the black male was seen on the porch of 380 Home Place Lusby, MD 20657.

Dep. Naughton began giving the subject loud verbal commands while holding the subject at gun point. Dep. Naughton repeatedly advised the suspect to show his hands and to face away from him.  The suspect threw his hand in the air and began saying “JUST SHOOT ME.” Dep. Naughton continued to give verbal commands and the suspect eventually complied and was taken into custody.  Trooper Gill assisted with the apprehension.

After handcuffing the suspect, he advised his real name was Chris William Savage (DOB 04/04/1977). Dep. Naughton ran a License and Wanted check through the Control Center. The Control Center advised Chris William Savage had a Suspended Maryland Driver’s License and was also wanted for Assault 2nd Degree through the Calvert County Sheriff’s Office and he had another open warrant through MSP for Failure to Appear.

Shortly after this incident, Eugene Louis Johnson (DOB 09/15/1957), business owner of D & E Repairs located at 12465 Rousby Hall Road called and reported the above described vehicle as stolen. Cpl. B Gray responded to that location and verified the vehicle was at the business for repairs and was stolen just prior to my traffic stop.  Johnson further stated Savage is related to him and was just on the property this weekend. Johnson was not certain how he knew the keys were in the vehicle and Savage did not have permission to take any vehicle on the lot.

After Cpl. B Gray contacted Johnson, I was able to contact the vehicle owner Patrick Lee Floyd. Floyd advised his vehicle is only valued at approximately $5,000.00.

Savage was transported to the Calvert County Detention Center. Savage is being charged with Theft of a Motor Vehicle, Providing a false name to a uniformed Police Officer, Attempting to elude a uniformed Police Officer by fleeing on foot and by vehicle, Presume identity to avoid prosecution and numerous other related traffic offenses.
